Profile

Stephen D. Winchell is a Presidential Innovation Fellow at the Intelligence Advanced Research Projects Activity (IARPA). He is a physicist, nuclear engineer, and systems engineer with military experience aboard fast-attack submarines in the Pacific, in computer network operations, and counter-terror deployment. Stephen also served as a faculty member in the Electrical Engineering department at the United States Naval Academy and senior analyst at the Johns Hopkins University Applied Physics Laboratory. His work has spanned submarines and unmanned vehicles, radar, sonar, advanced sensor and weapon systems, cybersecurity, and biometrics.
