Profile

Carl Graham leads warfighting assessments and analysis at Commander, U.S. Pacific Fleet’s N9WAR. His analysts leverage high-end warfighting rehearsals and modeling and simulation to assess advanced warfighting capabilities in the INDOPACOM AOR, and develop recommendations across the DOTMLPF to address shortfalls identified through these analyses.

Prior to joining N9WAR, Carl came to Hawaii to work in COMPACFLT’s current operations directorate as the assured command and control officer, developing and implementing programs and doctrine to ensure continuity of command and control in the face of denied or degraded communications.

Carl returned to COMPACFLT from his home in Montana where, following his Navy retirement, he founded a public policy think tank addressing fiscal and regulatory issues in the state. He also taught various courses as an adjunct professor in the Montana State University system and was a charter and instructor pilot in his spare time.

While on active duty as a Naval Flight Officer, Carl deployed around the world in the A-6 Intruder and F-14 Tomcat. His staff tours include strike ops at CTF-70 in Yokosuka, Japan, congressional liaison for USSTRATCOM, Fleet training requirements at COMPACFLT, and the future plans directorate at JTF-519. He holds a Masters’ degree in National Security Affairs from Naval Postgraduate School and is a Naval War College graduate.
