Ruth Youngs Lew

Program Executive Officer, Enterprise Information Systems (PEO EIS)

Profile

Ms. Youngs Lew serves as the Program Executive Officer for Information Systems located in Arlington, VA.
Ms. Youngs Lew was appointed to the Senior Executive Service in July, 2013. Her career experience includes significant roles in all aspects of engineering and acquisition.
In May 2013, Ms. Youngs Lew was selected Executive Director for the Program Executive Office for Command, Control, Communications, Computers and Intelligence (PEO C4I). In this capacity, Ms. Youngs Lew was responsible for integrating, executing and delivering capability in a $2.5B annual portfolio supporting information needs for naval, joint and coalition warfighters.
In December 2015 she was selected as the Director for Communications and Information Systems and Chief Information Officer for the Commander, U. S. Pacific Fleet (COMPACFLT) Pearl Harbor, HI. As the fleet N6, Ms. Youngs Lew was responsible for ensuring operational C4I capability for all afloat and ashore commands in the U.S. Pacific Fleet. As the CIO, she was actively engaged in strategic C4I and Information Technology (IT) initiatives within the Department of the Navy, the US Pacific Command and the US Pacific Fleet.
Ms. Youngs Lew holds a Bachelor of Science in Electrical Engineering and an Executive Master’s degree in Business Administration. She has earned numerous personal and team awards, including the Superior Civilian Service award. She is a member of the Defense Acquisition Corps and a certified Level III in Acquisition Program Management and in Systems Planning, Research, Development and Engineering.
