Profile

As Director of the SPAWAR Office of Small Business Programs (OSBP), Mark McLain manages the SPAWAR OSBP activities as they relate to regulatory and statutory compliance of the Small Business Program. He is the SPAWAR Commander’s representative with external organizations and industry forums to familiarize business communities with the Small Business Program and how to do business with SPAWAR, DON and the federal government. Mr. McLain also provides technical support and oversight for the Small Business Professionals at SPAWAR System’s Centers Atlantic and Pacific.

Mr. McLain has over 40 years of Federal service. He began his civil service career in February 2000 as a General Services Administration (GSA) Customer Service Director for the Federal Supply Service, Region 9, San Diego, CA. Mr. McLain joined SPAWAR Systems Command in November 2007 as a Contracts Specialist for the SPAWAR Contracts Directorate and in July 2011 assumed responsibility as a Deputy for the OSBP at SPAWAR Systems Command. Mr. McLain moved to SPAWAR Systems Center Pacific in September 2016 and served as the Deputy Director, OSBP and in March 2018 took over as the Director of SPAWAR Systems Command OSBP. Prior to entering civil service, he served as a member of the United States Air Force in the Logistics Management career field for 24 years. He received a Bachelor of Science in Business Management from the University of Maryland and earned his DAWIA Level III Certification in the Contracting career field.
