Visionary leader with over 25 years of active-duty service in the U.S. Navy, serving at the highest levels of leadership. Expert in organizational transformation, strategy development, disruptive technology adoption, congressional engagement, international diplomacy, public communications, and executive leadership. Top Gun graduate and combat-experienced naval aviator with thousands of hours flying carrier-based, strike-fighter aircraft. Served as strategic director and senior advisor for the Chief of Naval Operations. Envisioned, designed, and built organizational advocacy for a system to accelerate the transition of advanced technologies from prototype to scale, resulting in the creation of the U.S. Navy’s Disruptive Capabilities Office in 2023. Led the development of and served as lead author for “Advantage at Sea,” the capstone national maritime strategy for the U.S. Navy, Marine Corps, and Coast Guard. Subsequently led the development and served as lead author for the 2022 “Chief of Naval Operations Navigation Plan,” the strategic vision and investment strategy for the U.S. Navy.

Has consistently and successfully led diverse organizations, developing exceptionally performing teams that delivered extraordinary outcomes in both peacetime and conflict. Experience includes leading large organizations through transformational change for over twenty-five years, including advising senior leadership, engaging with heads-of-government, advocating with leaders of industry, shaping multi-billion dollar budgets, and managing billions of dollars in equipment and capital assets.
