Profile

Ms. Jennifer Kays is a native of Los Angeles, CA. She attended the University of California, Irvine where she earned a Bachelor of Science in Information and Computer Science in 2001.

She worked for Unisys for ten years developing middleware software for their database systems. She became the resident XSLT expert and along with her project team was granted a patent for transforming hierarchical database schemas into relational database schemas.

While working in the Interoperability Branch at Marine Corps Tactical Systems Support Activity (MCTSSA), Ms. Kays developed XML based Joint data exchange standards, such as the National Information Exchange Model (NIEM). She supported the USMC Tactical Service Oriented Architecture Program of Record (PoR) in the design of their internal data format. For seven years she supported the US Head of Delegation to the NATO Data Management Capabilities Team in the development of the NATO Core Data Framework (NCDF). As part of that effort, she co-led a two-year multinational Tiger Team to validate NCDF at NATO exercises. Ms. Kays attended the Naval Postgraduate School where she earned a Master of Science in Systems Engineering in 2016.

In 2019, Ms. Kays helped form MCTSSA’s Advanced Concepts Cell (AC2). The cell is focused on developing solutions to automate workflows and improve productivity for MCTSSA employees. She completed scrum master training and machine learning courses in support of the effort. She led a team in the development of the Marine Corps Network Efficiency Lab (MCNEL) Analytics & Reporting System (MARS). The system automated the processing and analysis of network traffic data used to inform MCSC PoRs of the impact their systems have on tactical networks. MARS saves MCTSSA’s network analysts days of labor per test event. Ms. Kays is currently leading an AC2 team to build the MCTSSA DevSecOps Platform, Tenzing. The platform will connect to the existing engineering environment, providing a space for future rapid development of automation and machine learning applications.
